30-year-old man arresed on suspicion of kidnapping and sexual assault

[Weld County, CO] On Jul. 26, 2025, at approximately 5:08 p.m. WCSO patrol was dispatched to 3820 Highway 119, the Travel Lodge in Weld County, CO 80504 in reference a sexual assault that was initially reported to the Commerce City Police. The responding WCSO patrol deputy was able to establish the alleged sexual assault occurred in WCSO’s jurisdiction.

The 17- year-old victim, stated she was travelling from South Dakota with the suspect, Elvin Andrade Quinones, 30, who is related to the victim. Quinones was providing the victim a ride and was supposed to drop her off in Commerce City.

While enroute to Commerce City, Quinones wanted to get a hotel room. Quinones drove the victim to the Travel Lodge where he rented a room on Jul. 26, 2025, and he allegedly sexually assaulted the victim.

During the investigation, the victim also described a separate incident that took place in South Dakota approximately three weeks ago where Quinones allegedly fondled her.

WCSO detectives also responded to the scene and later executed a search warrant to collect evidence at the Travel Lodge on Jul. 27, 2025.

Quinones was arrested on suspicion of:

  • Second degree kidnapping-Minor to sexually assault-Felony

  • Sexual assault on a child by one in a position of trust-Felony

Quinones was issued a $100,000.00 cash/surety bond by the Weld County courts.

The Weld County Sheriff’s Office places a high priority on seeking justice for victims of sexual assault in our community. We will relentlessly investigate these crimes and apprehend individuals who seek to exploit those that are vulnerable.

No further information will be released today. All charges are merely accusations, and a defendant is presumed innocent until, and unless proven guilty in a court of law. ###
